Workflow templates can be used as shortcuts to building workflow definitions, saving you from having to create new workflow definitions from scratch for similar workflows.
Though workflow templates are published to the Workflow Server, they cannot be assigned starting rules. After building a workflow definition from a workflow template, publish it as a workflow definition to assign it a starting rule.
